The Scrolls of the paq'ghob
Klingon Ethics were recorded in a series of scrolls collectively referred to as the paq'ghob, or Book of Ethics. The Civilian structure originated from
the Klingon Second Dynasty. During the next 10 years elections were held. Civilians offices were setup, and Warlords, Governors, Regional
Administrators, and Guilds were created. The civilian book of ethics, or paq'ghob is broken in guild books, as well as Books for Warlords, Governors,
and Administrators.
Each guild normally has one book which is broken into tomes, much like the paq,batlh. Each Tome describes the skills and lessons that will be learned
before the warrior can proceed to the next level. There are also books for Warlords, Governors, and Directors, which guide them in their honorable
duties.
The guild books were thought to have been written by General K'Trelan. Some suggest they were written by others under the supervision of General
K'Trelan. Either way General K'Trelan guided in their creation. It is believed that General K'Tralan used the paq'batlh as a guide when creating the
paq'ghob.
